This is such a cool toy, I've been dragging my feet getting it listed, but I guess it's time to share. It is a Model 5180 Navy Blinker Code-Lite made by Hasbo around 1960. It has a combination action. The trigger makes the flashlight bulb light, but also works the shutters that make it look like a real signal light. There is a nice little compass set into the handle on both units, and each has a real leather lanyard. We didn't find the actual design patent (D188518), but we did find another patent that referenced it. That document shows the patent for this toy was issued in 1960.
As you can see in the photos, it's not perfect, but both lights look great, and the box is bright and sharp. It also includes the original instructions. One light works, but has some plating loss on the reflector. This doesn't show outside. The other one doesn't work. The bulb on that one looks blown, but there's also some melting inside, so I don't know if a new bulb would fix it or not. The melting doesn't show outside. The shutters on both work perfectly. There are some minor tears and rubs on the sides and corners of the box, but the top looks great for display. The tray inside the box has a tear where the units almost touch inside. This doesn't show when the lights are in the tray.
All in all, a really great toy.
