This is a photographic light meter made by GE. The last patent granted on it is from 1942. It has the integrated leather case, and appears to be working, although I have no way to verify the readings it's giving. It's a pretty cool exposure meter. You point it at the subject, with the lid open or closed, turn the dial to the reading it gives, and it tells you the shutter speed and F stop you need. It's from a transitional time in photography. It's marked "for film or plate use". Pretty cool.

Cool looking item, and it might still be usable.
